GE Spectra electric burner always on high

Question

I've got a GE Spectra EER3000 electric glass stove top. Even though I have tried a number of lower settings, the front right larger burner effectively goes to high. I've scorched a couple of pans and burned food. I assume there's some kind of heating element or control that's gone bad . . . The other three burners are operating normally.
