GE refrigerator profile arctica Not cooling frige...

Question

Have power to top and bottom fan, lights work. Compressor makes no noise and not hot or cold to touch.I get reading from overload and PTCR relay with Ohms meter. Checked mother board doesn't seem like I'm getting power to compressor. Have no ice build up in freezer. both refrigerator and freezer are not cooling.Nothing leaking and condensor is clean, no dirt, pet hair etc.
