GE side by side problem

Question

Coils are frosted over and it will not make ice or keep the refrigerator part cold. This refrigerator is only a year old.FREEZER WORKS FINE, BUT THE REFRIGERATOR IS NOT AS COOL AS IT SHOULD BE. I MOVED THE THERMOSTAT UP TO 7, BUT STILL IT IS NOT AS COOL.
