  1. he was most likely cut too short and it irritated his skin, he was probably chewing (chewing his hair out), and when it grew out a bit it didn't bother him as much so he stopped chewing as much.  his hind legs might still be irritated and i would put some diaper rash cream (vitamin a & d) on it if my guess sounds right to you (red skin?)

if the rash cream doesnt work the vet might prescribe something - it might be an infection

  2. Well you might have to get a muzzle your not hurting him he just needs to be brushed. As far as his coat it's just damaged and it will not be the way it was before he was shaved. Because of the Pom in him shaving a dog with a double coat will cause damage. If you can get him in to his groomer and have them give him a good bath along with a good re-moisturizer and work it into the coat not diluted let it sit about 5 min rinse well and blow his coat out if you have then do this about once a week it will trick the coat to grow but you have to keep this up. I have seen allot of dogs that were shaved some can be saved just don't let any one shave him again or all hope will be lost..

  3. take him to the vet to make sure he doesn't have any underlying skin condition, it's too late to ask for your money back from the groomer.
