GTA IV Question. (Gangs)?

Where can I find gangs in GTAIV? Some people say there are none and some say they're in "projects". Where exactly is the "projects" located? Thank you.

you know the island u start in?

well above that is that kinda small island.. you take the bridge to get to it and go through a tole booth.

well that whole area is like the projects.
