Garage door goes a quarter way up.

Question

I have the 3 button remote and now when I hot the large button to open the door, the light blinks 9 times. To open it, I have to hit the wall control, the dorr goes a quarter of the way up, then i have to hit the button again. To close the door I have to hit the wall button and hold it down until the door reaches the ground. Any ideas?
