Garment District in New York?

How cheap (price not quality) are the clothes in the Garment District? What is the estimated price for like one graphic top or tank? I'm really into fashion and style, and I wanted to know if there are better deals in New York than out here in California. My mom says that in the Garment District you can find great deals. Like one tank is like $5. I was just wondering if that is true or not because I am going to New York in a week and if the clothing stores have better deals than the stores out here in California, then I'm gonna do my back-to-school shopping out there for better deals.

There are lots of sample sales going on in the city.  I am from NYC.  when are you coming i can send you list where you can shop in garment industry for around $5.00
