Gasoline station?

Is it illegal to pump a gas in a close gasoline station? I'm new here in US and I don't know that the gasoline station I used to pump for my car was close. It only has a plastic cover in nozzle and there is no sign of close or anything that can inform a newbie person who wants to refill his tank. Someone from inside tells from the radio that the one I'm doing is illegal and I told him I don't know that and he replied to me that is a foolish. I was offended by that term because how can I fool someone's gas pump which you have pay for it.

But after that he said never mind. So what is illegal on that?
