g*y adoption... what mandating agency determines the laws?

I am doing a speech on g*y adoption. I am having trouble finding which mandating agency controls and sets the laws. It seems to be by state in the U.S. But I need to know who.

    However, as the above poster mentioned, foreign adoptions may have their own laws pertaining to who can adopt their children. Some do not allow foreign adoptions at all, and some are more open.

    In some situations "g*y" adoption is not addressed. Texas has same s*x adoptions- but it just means same s*x-so a woman and her sister, or partner, or mom could adopt a child and have joint custody- for the sake of the child having two parents.. Although g*y people can use this in their family situations- it is not limited to being g*y. In many foreign adoptions you are only required to say weather you are single or married, and they do not count g**s as being married. So you go into the situation as a "single" even if you were with your partner raising kids for 20 years.

  3. Adoption is governed by state statute and each state makes it own laws. The agency or entity assisting with an adoption also will set its own fees and regulations for its adoption services. And, for those considering adopting a child from another country, the fees, laws and requirements will vary. These costs will cover some or all of the expenses related to adoption. Domestic adoption costs will cover the following expenses: the application fee, home study and preparation services, post-placement supervision, parent physical (each parent), psychiatric evaluation (each parent, if requires), attorney fees, advertising, birthparent expenses(medical expenses (prenatal, birth/delivery, postnatal for mother; perinatal care for child), living expenses (rent, food, clothing, transportation, etc), and counseling).



    With intercountry adoptions, each country has its own unique adoption process. The following are a list of the fees that are most often involved with intercounry adoptions. USCIS (INS)/State Department Fees include: a filing fee for I-600, I600A, filing fee for fingerprints, filing fee for N-600, immigrant visa application fee and an immigrant issuance fee). US agency or attorney fees include: USCIS (INS)/State Department visa application, processing and visa medical fees, home study and parent preparation, psychological evaluations, physical examinations, post-placement supervision, translation and authentication of adoption dossier documents, agency placement fee.  Fees in the foreign country include: travel expenses, foreign agency placement fee, foreign attorney legal and placement fee, foster and medical care for the child, use of translation and escort services by US agency representative in the foreign country, foreign court filing fee and document fees, requires “donation” to orphanage or agency, translation services
