General exchange program queestion?

Do exchange programs have to switch two people? or can they just go one way-without someone from the other country going to your place?

Do you mean exchanging homes? If so you do not necessarily need to exchange houses at the same time but otherwise yes people do go each way. It wouldn't really be an "exchange" if you went to their home and they couldn't come to yours, would it?
