Genral advice about an IRN?

I Found an IRN (or more like he found me as he walked over the door at work)about a month ago, I have done my best to find the owner but it is looking like they are not trying to find it.

So I now have a new bird called Tweety and need some help i know they like fresh fruit and veg everyday and a large array of toys. i have bough a cage that is large enough for him.

When i go near to the cage he will back away to the furthest corner and stay there until i am well away from the cage is there something i can do to make him less afraid of me?

I also have two kittens (who i do keep away from the cage) whenever they have managed to get near the cage the bird is not the slightest bit bothered by them, with me finding him i don't know anything of the previous owners but would gladly take any advice offed

Since you just picked up the bird, there's only one sure way to tell whether he had been someone's pet or he is a stray: check for his leg band, which is a type of ring on his leg with some codes on it. If there is one, go take him to an avian vet --- visit http://www.aav.org to find the nearest one -- and the vet will tell you more about the bird's history. If not, there's a good chance that the bird is a stray and he may transmit diseases onto you, and it will take extra patience and efforts on your part to tame him. If your area has a colony of similar looking feral parrots, then there's an even higher chance that he's a stray -- or a pet that was released as a stray. I have a feeling that your bird has been a pet before since he isn't afraid of cats; hence I suppose he had been in a home with well-behaved cats before.

    For the time being, keep researching as much as you can. "Guide to a Well-behaved Parrot" is a book by Mattie Sue Athan that contains some wonderful techniques on taming parrots -- big or small, young or old, new or rehomed. So I strongly recommend that you read it and keep doing your research -- especially on issues such as Indian Ringneck parakeets' diet and environmental precautions you should take.
