Genuine Scratch card a winner but actual prize amount not scratched off!?

If this happened is there another way they could check how much the scratch card had won! I ask this as someone is selling scratchards on ebay that have won but the amount they have won has not been scratched off! He has said whatever the amount spend it and dont ever tell him!? what you reckon, i reckon hes a scummer!

  1. I don't know how other states run there scratch offs, but in PA, anyway, if you scratch off the serial number area, the amount you won will be in parentheses.  For example, if you won $50, the serial number would look something like this:

    5674 (5) 234 (0) 343

    The two numbers in the parentheses indicate the amount won on the ticket.


  2. Why would you even think about buying scratch cards off Ebay anyway?  For all you know, these cards could already be cashed in and this dude works at the location were the cards were cashed in.  

    Also, in PA we no longer have the amount of the card in parentheses. We now have letters indicating how much the card is worth.  When you cash them in, the clerk puts the three verification numbers into the lottery machine to verify that it is a winner.

  3. There is a serial number on the bottom of the card.  A relative of mine who sells alot of them has gotten to the point where she just scratches off that portion and can tell if it is a winner. You can probably contact the lotto organization for whatever state and give them that number to see if they can help.  Hopefully, this dude included a picture.

    Be careful though because you can buy fake scratch offs at joke shops.  It could be one of those.
