  1. Simply put, in local time noon is when the sun is directly over head; it is the mid point of the day. That is why noon in Greenwich is midnight on the other side of the globe.

But, if all communities used this method (and we once did it that way) you would have chaos. When trains started connecting towns, noon was different for almost everywhere on a line so schedules were garbage. To settle this, with the earth split into 24 time zones for the 24 hours in a day. There are some exceptions to this, but that's the basics of it.

  2. Standard time is the result of synchronizing clocks in different geographical locations within a time zone to the same time rather than using the local meridian as in local mean time or solar time.

There is a time difference in different places (not necessarily countries) in the world because the world is round. As the world turns, different areas come and go into darkness, daylight, noon and so on.

12:00 Noon at Greenwich is midnight in New Zealand because they are on opposite sides of the Earth. When it is noon is Greenwich, the sun is at it's highest and in New Zeland it is the middle of the night.

As the world turns, in a few hours the sun will come up in New Zealand, and it will be dusk in Greenwich. At midnight in Greenwich it will be noon in New Zealand.

If you look at a globe, you will see that the world is a sphere. It may be had to tell if you just look at a map. If you shine a flashlight on the globe, you will see the day night cycle as it turns.
