Georgia Department of Motor Vehicles change of address violation?

In my state once a licensed driver moves they have 30 days to inform the DMV of their new address. What happens if an individual in GEORGIA does NOT inform the DMV within that alloted 30 day time frame? I know a convicted felon who relocated to GA in 2003. As of today his license has his OLD Stone Mountain address on it. He hasn't lived there since 2004 and has moved 3 times and each time he relocated it was to a different county in the surrounding metro Atlanta area. I am wondering if there is a penalty for this or is it some type of crime?

  1. Best asked to the Parole Board system, since they require knowing new addresses as well, in which case could mean going back to jail

I can't really answer for your state but in Indiana, it is actually an infraction (punishable by a fine) not to notify the BMV of an address change.  What happens though is that if the BMV would try to send you something that you need to repsond to, and you don't recieve it, they will suspend your license.  I'm sure your friends license is suspended for some reason if the BMV hasn't been able to find him for several years.  To some people, that doesn't matter.
