Germany - Hostelling International Membership Card?

Question

How can I get a Hostelling International Membership Card if I cannot get it in my home country.

Hostelling International Youth Hostels require above membership. Can I buy it in Germany when I arrive? How does it work. Will I be able to book accommodation if I do not have it yet?

Hope someone can help.

You have to buy it from the hostel.  Its not good until you get enough stamps on it anyways.  You can book without it and they can give you stamps for the nights you stay there but you will not get the discounts until you have the stamps filled up.
