Germany band Neon lamps out of Schools and Office buildings, know we should use them again?

10/15 years ago the German Health Dep. declared the Neon lamps responsible for Eye problems and headaches. Are the powersavings bulbs we are surposed to by now, will produce the same problems or are they different.

cfl is not exactly a neon lamp.however it also produces certain amount of UV light compared to filament bulb.                                   cfl is compact florescent light.
