I'm from Toronto and I have to say Quebec City is the most romantic city in Canada. Stay at the Frontenac and experience retaurants from the 1600's.  It feels like you're in Europe.

Ottawa has a deal on a three-night hotel stay.  Quebec City is busy with birthday festivals now, maybe too busy for "romantic getaways".
