  1. Train (Amtrak), Bus (Greyhound)

  2. Why do you have to be in DC so badly?

Greyhound/Peter Pan is a primary interstate bus line.  Amtrak is passenger rail service.  Go to either website and look it up yourself.

But as the other person pointed out, unless you're old enough, you may have no luck getting to DC.

  3. Older friends that drive. It is a wonder why you need to get there so badly. Greyhound and Amtrak have a website. If you are downstate check bus service first. Also check you local classfied ads for bus trips to DC. They have them listed often from DE area because you're not that far away for a good day trip.

  4. Amtrak and Greyhound will leave from downtown Wilmington and take you to Union Station DC in about 2 hours.

Use the websites of amtrak and greyhound to buy tickets and check time schedules.

Train will probably run you between 60-90 dollars, while the bus will run you between 20 and 30. Be aware that depending on your age (you never mentioned that you could drive youself, which mean you may even be under 16) that greyhound or amtrak may require parental consent to travel alone and buy a ticket.
