Getting H2B visa in the United States?

Would it be difficult to get an H2B visa as a housekeeper in US if you are working as a electrical engineer in the Philippines?

Yes.  A reasonable person (and Consular officers are, reasonable people) would ask you why you would be willing to go the the United States in order to take a menial job requiring little or no education, rather than staying in your own country and pursuing your professional career.
