Getting a Heat rash without wearing a shirt?

Everything I've looked up on heat rashes say you're wearing something constricting. I don't even wear a shirt, and when I'm out in the sun for a longer period of time, I get a heat rash on my chest. It doesn't itch, but starts to burn a little. It's extremely annoying and I don't know what to do about it (don't answer 'go in the shade' because obviously I'm not going to change my outdoor activities from this).

How can I prevent this, AND what can I use to reduce this? (i.e. I know moisturizing cream actually makes it WORSE)
