Getting a drivers id at 18 in texas

my cousin moved out of her house and her mom wont give her her ss card birth certificate or anything like that. she got her birth certificate at the court house. what all does she need to get her license? she is planning on getting it on her 18th birthday. if she needs her ss card what all does she need to get it?

For the SS card, you need to go to the SS office in your city.  They will give you a replacement.

For the driver's license,
