Getting a tattoo under age?

well i'm below the age of 18 but I really want a tattoo, and my sister has a friend who gives tattoos to anyone, should I get one? I no it would last forever but I really want this, I would just have to hide it from my mom.

Without parental consent minors can legally get tattoos in New Mexico, North Dakota, and Washington, DC. There are many other states that allow minors to get tattoos with parental consent.
