Getting an Article published in local paper?

How would i go about getting an article put in my local paper. Is this something that papers will do for readers, let them write an article or put a paper in their article? If so how would i go about doing this, any information or ideas would be great?

Your article would have to have some news value to be published. Your choices are:

Write a news release and submit it.

Talk to a staffer at the paper and see if the paper is interested in covering the event.

Make your point in a letter to the Editor.
