Getting an old lien removed from a title (WA/OR)

I purchased a new car in 2000 and it was paid off within 3 months. The finance company (we'll call them Bank A) never sent us a title. It was pretty much forgotten about after that.. I know, bad on my part.

Just recently we went to register the truck in another state and applied for a replacment title... what a surprise, the bank still has a lien attached to it. Bank A has since been bought up by Bank B, who was bought up by Chase.

Chase can't find anything in their systems. Registered letters sent to Bank A's last known address were picked up bu no response from them after almost a month. All we need is the lien released... I can get a replacment title at my expense.. I don't care about that. A credit report shows the debt as satisfied so there's no way there is actually any kind of lien on it. But now we can't register it without a copy of the title from the bank or a release statement.

What options do I have at this point? Thanks in advance..

  1. get the replacement title, and get a rubber stamp kit, make bank A's name stamp the title and sign someones name, done
