Getting away with Gambeling?

We all know gambeling is illegal I mean by the source of slot machines. But I remember hearing about a very popular machine in China or Japan not here in U.S that avoids gambeling laws by taking the winning "balls" (Tokens) outside to a machine the machine will count how many tokens you gathered and then go trade it for cash. Is that possible to do here in the US?
