Getting caught with utorrent?

I have this freind. He uses utorrent to download and seed things that he downloads. He created a static ip address so he could forward a port or w/e so torrents would go faster. What are the chances that he will get caught. I don't know if the torrents he donwloads are copyrighted material or not. But anyway, do you think it's possible to get caught? I mean I heard of it happening but do you think having a static IP adress would increase the chances. And with a port forwarded, does that increase the chances that he'll get caught? I don't even really know what any of that means... He assures me anyway, that for music, you can legally own 13 seconds with out paying for it and so thats what the torrents are- a whole bunch of legal different peices or s/t.... Is this true? Is it illegal? What would happen if someone tracked he IP address. Could they do that? He has firewalls and stuff. Then again things are recorded onto a sever or something? What do you think of the whole situation?

  2. The chances of getting caught are remote because the checks are very rare and it takes so many resources plus  everyone is doing it
