  1. To begin with you can only get a permit in a state if you are a resident of that state.  If you are visiting Mississippi for a month, you aren't a resident of the state and can't get a permit.  If you lie to them, and claim you are staying forever, and manage to get a permit, it's good only in Mississippi and won't be recognized in Oklahoma.

Mississippi:  Highway Patrol - Driver Services

    --------------------------------------...

      LEARNER'S PERMIT

To be eligible, you must be at least 15 years old OR be 14 years old and able to provide proof of being enrolled in a driver's education program from the school that you are attending.

    You must provide the following:

    1. A completed Application with notarized signatures of both parents or guardians. If parents are divorced, parent with custody must sign.

    2. A social security card or a printout from the Social Security Administration. (Note: Metal social security cards are not acceptable.)

    3. A certified copy of your birth certificate. (Note: Hospital certificates are not acceptable.)

    4. If under 18 years of age, you must show proof that you are in school by presenting a signed Certification Of School Attendance form obtained from the school that you are attending. (Note: This form is not valid if over 30 days old.)

You must pass the written examination.

You must meet the required physical conditions of the eye examination.

You must pay the appropriate Fee - cash only.

Once you do that, it will still take 6 months before you can get your intermediate license, just exactly like it is in Oklahoma.

    To obtain an intermediate license:

You must hold a valid learners permit for at least six months before you can apply for an Intermediate License.

You must present the same information as for a Learner's Permit.

You must pass the driving skills test.

You must pay the appropriate Fee - cash only

Fees are similar.  You really shouldn't complain about OK rules when MS rules are about the same.

Regular Original/Renewal Driver License (DL) $20.00

    Regular DL - Under 18 $5.00

    Learner’s Permit $3.00

    14 yr. old Learner’s Permit $3.00

    Intermediate License $5.00

  2. I think this is an excellent plan!

  3. No because it's possible that Oklahoma will force you to retake the test again. It would be less of a pain if it was an actual license and if you were over 18, but each states requirements is different, and it might not be sufficient to just "carry it over".

Call the DMV in Oklahoma first to see if that's even possible. But Personally i think your idea is a waste of time and energy because you're not putting enough effort into studying for it.
