Getting my renewed permit?

I send in my application to get my permit renewed last thursday, and I still haven't received the new one. Is it supposed to take this long? What happens if it comes after my permit expires (next thursday)?

That isn't long at all. It has only been a few days since they received it. It takes time to process. If you don't get it before your other one gets here,you just don't drive until it comes.
