  1. an airport is considered international when it has customs and immigration offices. this is true for every airport.

aircraft size, number of gates and runway length or number of runways has nothing to do with it.

airlines serving the airport has nothing to do with it either although it can be a good indication. ie: there will not be any international flights because there are no customs and immigration services.

  2. An airport is called "International" if they can provide customs and immigration facilities.

Many smaller airports are considered "international" without being able to handle larger aircraft.

For example, KCXL - Calexico is a small airport on the border between CA and MEX - and is used primarily by smaller aircraft crossing the border.

  3. It is simply, an airport which serves international destinations. For example Heathrow Intl Airport serves flights to almost everywhere around the globe

  4. Although I can't back this up with hard data (lazy) I have seen several US airports that have "international" in their official name that at best receive international flights rarely, have no passenger terminal, and not much traffic of any kind.

The municipality that governs the airport (city, county, etc) gets to name it, and the only rules about naming come from that municipality - in short, they can name it whatever they want.

My point is that you can find "international" airports so named that really have no business referring to themselves that way. At least in the US.
