Getting the Zelda Wind Waker style?

I was wondering if someone could tell me how I could get the sort of construction paper feel that many of the Zelda Wind Waker concept art has. Here is an example.

It's not the paper. It's the drawing.

Zelda concept art is hand drawn and painted.  They put thousands of hours into it. ;)

Well, try making heavy black lines. Use photoshop textures. Textures are the main key.
