  3. Just as in any large city, there are many lower class neighborhoods in New Orleans. There are also many tenements (projects). The most notorious area and the one that gets the most publicity is probably the ninth ward. It is bounded by the Mississippi river, Franklin Ave., and Almonaster Ave. The part of N. Claiborne Ave. that leads into St. Bernard Parish could also be considered a "ghetto neighborhood". There are many other places in New Orleans like this. Some also exist in New Orleans East, Metairie, uptown, and on the West Bank.
