when i use the scisors to cut around my image how do i take the background away?

you can also copy selection and paste into new layer, if you want to keep background transparent, view cutout layer only and save copy as gif or png without background,

Reverse the selection and click delete.  

Mouse to Select, click Invert, and then click Delete on the keyboard.
