Girls, grab the shy guys?

I advised 2 of my friends (both girls) to make the first step asking the guys they fancied out. I'm against the exaggeration of "play hard to get" cuz i got burned in the past. So girls and guys: Is it wrong for a girl to make the first step if the guy is to shy? (Rude comments optional)
