Communism holds that those ideals are whatever the Committee says they are.

Theocracy holds that they are what God (or his spokesperson(s)) say He makes them.

Democracy is when they are what the masses demand they are.

They're all wrong.  Liberty is an absolute, and is anything but subjective, and equality is a pipe dream.  You only have equality by force (Communism, e.g.) or by fiat (Theocracy), or by defining the group one describes as "equal" smaller than the total population, generally excluding those with political power (Democracy).
