In an effort to drive up the cost of gasoline, the environmentalists insisted on the fuel additive MTBE (Methyl-tert-butyl-ethylene) which helps oxygenate gasoline so it burns cleaner.  The problem is that if the gasoline is spilled, MTBE will move readily into the ground water.  MTBE is an LNAPL (Light, Non-Aqueous Phase Liquid), meaning it doesn't dissolve in water, it floats on it.  MTBE does not bio-degrade, and is very carcinogenic (causes cancer) in even very small quantities.
