Winner take all style elections are something of a sham, if that's what you mean.  Majority rule allows for tyranny of the majority.  There ought to be some better form of representation in government where every segment of the population is represented proportionally to their constituents.

Within the system we currently have in the U.S., instant runoff elections, would allow for more participation and voting from a field of choices rather than just two candidates.  When you have only two choices and both of them stink, that's not much of a choice.
