  4. The question then is  about those which have not really been doing so. There were a lot of false accusations of that during  WW2 and WW1 before that. There is something a person could do instead of that which you list in your question. Human Right to Peace, Human Right to own the planet and conserve planetary resources. No Enemy. None with an army any way.
