    High-level radioactive waste gives off heat from the decay of unstable radionuclides.  When fuel rods are removed from reactors, they are both highly radioactive and thermally hot.  Immediately after removal, they are stored in pools of water, and excess heat dissapates from these pools.  The amount of heat ejected from this process is very small compared to the heating of the atmosphere caused by incoming solar radiation.  Solar heating of the atmosphere, whether or not it is influenced by more or less CO2, is, after all, a global process involving vast amounts of energy.  And that energy is supplied by the fusion reactor located 93 million miles away, called the sun.
