Yes you can.  Powered milk also works well.  If you want to you can use chicken or beef broth.  This saves you calories and adds lots of flavor.

Carnation milk as in evaporated milk?

Yes, you can use evaporated milk... in fact evaporated milk has more fat than whole milk so the mashed taters would be richer.  :-)
