Going on cruise which stops at CIVITAVECCHIA. Will have 7 hours there. Want to visit Nettuno. Is there a bus?

With only 7 hours, I don't know what you can see. It is such an industrial area.  The closest best thing to see would be Rome, but with the trains, I am not sure you could get there and back without wasting most of your time. It is at least an hour away and then with waiting on a train.  If you have longer, hop the train and go for it.
