Going to puerto rico have a 115 pound outboard motor i need to take as a gifthow much $ and what are the rules

You would have to check it as air freight since it is much bigger than anything you would have as carry on or luggage.  Most Airlines have a freight office where you can drop something like that off for shipping.

Sometimes something like that will require some kind of declaration and some kind of tax that needs to be paid before they can use it, even if it is a gift.  

You may be able to buy a new one there cheaper than you can freight one there from the U.S.
