Golf GUR - Local Rule?

What if the local rule doesn't state must in the wording? And just uses the wording may? I had an disagreement with a competitor who said that all GUR's are composulary drops is that true or does it depend on how the local rule is written?

  1. According to the rules of golf, you may take relief.  The committee must say it on the rules sheet if the want relief to be manditory.

  2. If the ball lies within the boundary of the course you can always play it as it lies. Except when a local rule requires relief. It must be stated as such.

  3. Unless the GUR is compulsory (as stated in the local rules) you have a choice of either taking relief or playing it where it is.

  4. If it is wash out, it's your choice.  If it is new grass or trees, take your drop.

  5. Consult the pro but if the course isn't making it compulsitory then I believe it is your option to hit from the GUR or take the free drop.
