I wouldn't call any service the "best".  It just depends on what you want, how you want to do it, and how much you want to pay.  There a many good services at a good price.  But, every service has a different marketing and pricing scheme... so it is difficult to make a side-by-side comparison for every feature/price benefit.

    If you spend a lot of time on PC's, then MagicJack sounds like a good deal.  

    I also like Skype with unlimited USA/Canada calling for $36/year for PC to PSTN calling.  This includes unlimited conference calling with up to 10 people.  Skype "encrypts" calls so no one can listen in like is possible on other SIP based VoIP services.  All calls are free between Skype users (no money at all required for Skype-Skype).

    Yahoo Voice has good rates.  I also use Efonica, Gizmo Project, MediaRing Talk, and PcCall for PC-to-PSTN phone calling.

    For PC-PC calling I also like Google Talk.  All calls are free between GoogleTalk clients PC-PC.  The voice quality is surprisingly good.  There is a service called gtalk2voip.com that allows calls from GoogleTalk to PSTN phones at very low rates.

    If you don't want to use PC's for calling then you can use an ATA (analog telepnone adapter) that connects your telephone to Internet directly without a PC.  

    I use InPhonex and CallCentric with ATA adapter (see link through my profile).  In-network calling between account holders is free.  InPhonex has free in-network conference calling between account holders.  They are pay-per-call service with no contracts or commitments.  

    But you can get Unlimited USA/Canada calling service for $19.95 with CallCentric and 24.95/month with InPhonex. These services offer 911 and local area phone numbers.  You can also get area numbers in 30 countries around the world, and all the bells and whistles for no extra charge.  Month by month service only - no contracts or gimmicks.

    They also offer free softphones for calling from your PC too if you want.  

    InPhonex also offers Calling Card access numbers in major cities around the world at no extra cost, at the same VoIP rates - not many VoIP services offer this extra option.
