Good carrier, but no modulation or receive

Question

I have a ge radio that has a great carrier but has no modilation or recive, I have tried different mics and they all have the same result....no change........I found a 1000uf cap that was blown by the audio ic and i changed it with the same thing and their was no change in the problem..........can anyone help me?
