depending on how much editing you actually need to do, but i often find myself using Windows Movie Maker, the advantage is that its included in every installation of Windows XP, and Windows Movie Maker 2 is included in Vista. its not totally feature rich, but its free. I used to use Avid Free DV, but they discontinued it. i bet you can find an old copy laying around...
