  1. A piece of coral would be better.  You can get really nice looking pieces.

  2. sea weed

  3. Coral is not at all a good choice, as constantly being constricted by the tail runs a chance of damaging the polyps.  Any of the Zostera sea grasses would work very well and provide lovely aquatic fields.  However, I would be EXTREMELY uncomfortable putting any saltwater animal in such a tiny tank, let alone a seahorse.  Large fluctuations in temperature or salinity will occur on a weekly basis, and will quickly kill the fish.  I'd try a 10 gallon tank with a good protein skimmer and weekly water changes at the very least.

  4. There are some nice plants for dwarf seahorses to wrap their tails around for sale at this website:  http://www.seahorsefarms.com/info/prices... (prices)

    http://www.seahorsefarms.com/store/site/... (order)

That particular store is not shipping during July and August, but you can remember the plant names and prices and find them similarly priced on other webpages.

And I agree that three gallons is too small for seahorses.  My aunt kept some in sixty gallons and they did really well for years and years.
