The only song I can think of right now that refers to water.  Great video too.  Why not get permission to mix scenes of your commercial with scenes from the video?

The Talking Heads "Take Me to the River".  That tune rocks!  And it fits well with your message.

How about a variation of Slim Dusty's "Pub with no beer", which could be re-worded as "A Dam with no tears" , and a few stick in the mind jingles to brighten your commercial....You may need to check on the legal aspect of using part of the composer's work.....Good luck ..it sounds like a very worthy project.....
