Goods not received

Question

I recently paid $202 via Paypal for goods from China and the goods were delivered to a different address to what I indicated. I contacted the seller and provided proof that the goods were sent to and signed by a person in Florida. After numerous emails to the seller, he has agreed to a refund PROVIDING I return the goods to him.(which is kind of hard to do since I never received them in the first place)
Can you help me?
