  1. 866 is a toll free number...this is probably some telemarketer.

That 202 number the other guy gave is for the White House so don't call it.  This 866 number rings through to a dial tone.  It could be a telemarketer or a collection agency although a collection agency will generally leave a number on the CID that you can really call back on.  If you are receiving unwanted soliciting calls you should add your number to the DoNotCall list in the link under Source(s).  It's a government site so it can be trusted.  If you signed up when it originally came into effect back in 2002, it's expired now and you have to re-enter it.  After getting put on it I've certainly have gotten a lot less weird toll free numbers on my call display.
