Typically, they are changes that apply to all holders of that specific credit card, not just you.

It means that the changes are happening to everyone who has the same type of card as you do. This is quite common, many people are getting a notice of changes sent to them. More or less it means that your APR, and monthly interest rate will go up. There is legislation that is going on that will prevent credit card companies from raising there rates. Consequently that's what they are doing it now before the change happens.
